BSME Process

We know that employees determine if an organization is a Best Employer. As such, the primary tool that we use to identify an organization's ranking is the Employee Opinion Survey.

Two other surveys are utilized in the evaluation process - the HR and Leadership Team Surveys. These provide insight into why an organization's employee engagement score may be high or low.

One of the valuable aspects of this is that companies can gain insight into the degree to which leadership's perceptions align with the views of employees. Not only is the knowledge of this important, but even more so is knowing what and how to deal with this finding.

The Surveys

There are 3 types of surveys:

  1. Leadership Team Survey (LTS)
    Only the Leaders in your organization complete this survey individually and online
  2. Employee Opinion Survey
    Each employee completes and submits the online survey individually. Only non-leader employees complete this survey. Paper surveys are provided at a cost of $5 per survey
  3. Human Resource Survey
    The HR team (or Survey Coordinator) in your organization completes the HRS together online

The Survey Coordinator

At the time of registration, each participating organization will identify a Survey Coordinator, usually the most senior HR leader in the organization. This person will be our liaison and we will send them the Participant Package for your company with all the next steps and details. You will receive this from one of our BSME Project Support Coordinators. The Survey Coordinator helps ensure that each employee fills out only one survey.

Survey Completion

The surveys are typically administered and completed from May 1st to June 30th with the HR Survey due June 15th.

We send the survey coordinator an e-mail that provides them with links and communication material that they will send out to:

  • Their employees (not on the senior leadership team) or to employee subgroups
  • Individuals on their senior leadership team
  • The person(s) completing the HR Survey

The survey response data is processed, analyzed and scored. Reports are then developed and follow-up assistance and interpretation is available through the QCBV.

Reports and Services

Detailed reports and related services are available - either online electronically or hard copy, for purchase from Labour Day and beyond. Contact us for details of the various reporting packages or custom programs available for your company.

For organizations opting to not purchase any reports, we deliver a complimentary highlight report to each participating firm beginning in January. Please see our Reports and Services section for more details.

Process Quick tips


  • Choose your time
    Make sure to choose a convenient window to run the survey between the May 1st to June 30th timeline
  • The HR Survey
    After registration we will send you a PDF version of the HR Survey in advance. It is highly recommended to complete the paper version well in advance of completing it online as there may be information that you do not have right at your finger tips.
  • Unit Setup
    It is always best to set up your organizaiton with departmental or orgaznizational units in the beginning. This ensures you will have the option for breakouts once the reporting becomes available.
  • Promote to your Leadership Team
    From past experieince we have noted that the more your Leadership Team is invovled in promoting the survey to their employees the better the response rates. Make sure your Leadership Team is well versed in the benefits of the study in case any questions should arise at the employee level.
  • Start early
    If this is your first run with the BSME study, it is always best to begin the process as early as possible. We will send you our participant information package well in advance of the survey time frame to ensure you have ample time to distribute the sample emails and marketing materials throughout your organization.
